How to Stack Business Finland and EU Funding
For Nordic and European startups, non-dilutive funding is not just a bonus; it is often a core component of the early-stage capital stack. However, many founders approach grants like Business Finland (BF) and EU instruments (such as EIC Accelerator or Eurostars) as isolated events.
The most capital-efficient startups view these sources as a sequence. By understanding how to layer local funding with continental grants, you can fund a multi-year R&D roadmap while keeping your equity intact for later stages.
Start Local: The Business Finland Foundation In the Finnish ecosystem, the journey typically begins with the Tempo grant. This is designed for startups testing the international potential of a new concept. It is a fixed-sum grant that focuses on market validation rather than deep technical development.
Once a startup moves past the validation phase, the R&D Loan or Grant becomes the primary tool. The R&D loan is particularly attractive because of its low interest rate and the fact that it does not require the same collateral as a commercial bank loan.
The strategy here is to use BF funding to reach a specific technical milestone—such as a functional prototype or a successful pilot—that makes the company eligible for larger, more competitive European pots.
Scaling to Europe: The EU Transition European Union funding, primarily managed through the EIC (European Innovation Council) and Horizon Europe, operates on a different scale and timeline. While BF funding is excellent for getting off the ground, EU grants are designed for "high-risk, high-impact" innovation that requires substantial capital to reach the global market.
The Eurostars program is a natural second step after a BF project. It requires a consortium of partners from at least two different countries. This is an ideal way to fund collaborative R&D while building a distribution network across Europe.
The "Holy Grail" for many is the EIC Accelerator, which offers up to €2.5 million in grant funding and optional equity investment. However, the success rate is low. You should only apply once you have utilized local funding to de-risk the technology and demonstrate clear market pull.
The Art of Funding Synchronisation The biggest mistake founders make is "double-dipping" or overlapping the same costs across two different grants. Both Business Finland and the EU have strict rules against funding the same work package twice.
To stack these successfully, you must clearly delineate your projects: * Project A (Business Finland): Focusing on the core engine or software architecture. * Project B (EU/Eurostars): Focusing on a specific new application, integration, or large-scale pilot in a new geographic market.
By separating the work packages by objective and timeline, you can have two active projects running simultaneously without violating audit requirements.
Managing Cash Flow and Matching Funds Grant funding is rarely 100% of the project cost. Business Finland typically covers 50-70% of eligible costs, and EU programs vary. This means you must have the "matching funds" ready in your bank account.
The most effective way to handle this is to time your private fundraising rounds (Seed or Series A) to coincide with grant approvals. Investors are much more likely to commit capital when they see it will be leveraged 2:1 by a government grant. Conversely, having a term sheet from a VC makes your grant application significantly stronger, as it proves financial viability.
Avoiding the "Grant Trap" While non-dilutive capital is powerful, it comes with administrative overhead. Reporting requirements, audits, and strict expense eligibility can distract a small team from their primary goal: building a product customers want.
Before applying for a new tier of funding, evaluate if the reporting burden is worth the capital. If a grant requires 20% of your CTO's time for administrative reporting, the "free" money becomes very expensive. Use grants to fund your roadmap, but never let the grant requirements dictate your product strategy.
